Its journey began in July 1969 as the Ouachita Vocational Technical School, with initial classes launching in January 1972. Serving 292 students across certificate programs such as automotive repair, food service, and cosmetology, it laid a foundational role in skilled trades. A pivotal moment arrived in 1991 when Governor Bill Clinton's legislation transformed vocational institutions into accredited two-year colleges, leading to its renaming as Ouachita Technical College.

This transformation allowed the college to significantly broaden its academic offerings, introducing associate degree programs in high-demand fields like nursing, business administration, manufacturing technology, and criminal justice. To better reflect its expanded mission and comprehensive scope, the institution was renamed College of the Ouachitas in 2011.
