City Vision University is deeply rooted in the mission-driven work of TechMission, a non-profit organization dedicated to Christian community development and leveraging technology for social good. While its founding date is unknown, the university draws its ethos and practical approach from TechMission's extensive history of fostering community engagement and support.

TechMission itself began in 2000 as an extension of the PREP Computer Center, evolving quickly to become a separate non-profit entity by 2002. Its early initiatives, like the AC4 program (Association of Christian Community Computer Centers), provided vital resources and connectivity to over 500 centers, including those affiliated with major organizations like the Salvation Army and the Association of Gospel Rescue Missions.
