Cowley County Community College, affectionately once known as "Basement University," has grown exponentially since its humble beginnings on September 11, 1922. Initially operating as the Arkansas City Junior College within the local high school, the institution quickly evolved to meet the educational and vocational needs of its community. This journey saw it transition from shared school district facilities to owning its expansive main campus and developing a robust array of academic and technical programs.

A pivotal moment arrived in 1967 when an elected board of trustees took the reins, ushering in an era of unprecedented growth under visionary leaders like Gwendel A. "Gwen" Nelson. During Nelson's tenure, from 1968 to 1987, the college secured land ownership, expanded its academic offerings, upgraded its vocational school, and constructed six new buildings, including its first student dormitories.
