The district's history is rooted in a pivotal moment in Iowa's educational landscape. In 1965, the Iowa General Assembly established EICC as one of 15 crucial community college merged areas. This strategic move brought together existing educational strengths, notably merging the established Clinton Junior College and Muscatine Junior College with the vocational-technical programs of the Davenport schools. This unified approach laid the groundwork for a more cohesive and impactful educational system for the region.

EICC continued to evolve, strengthening its offerings and reach. A significant milestone occurred in 1979 when the District acquired Palmer Junior College. This acquisition was instrumental in transforming Scott Community College into a truly comprehensive institution, significantly broadening its academic and vocational pathways.
