The college's journey began on April 3, 1990, initially known as Heart of the Ozarks Community Technical College. Its earliest classes took root at Cox Medical Center North, Graff Hall, and Building A, quickly expanding its reach by offering general education courses at the North Town Mall the very next year. This period of rapid establishment saw the appointment of Dr. Norman K. Myers as its founding president in September 1990, setting the stage for the institution's future growth and impact.

Evolving with the community it serves, the college streamlined its identity in 1994, officially becoming Ozarks Technical Community College. Beyond its academic offerings, OTC has also been a pioneer in campus wellness, notably becoming one of the first smoke-free campuses in the country in 2003.
