Weed, the push to establish a state normal school in Plattsburgh gained momentum in the late 19th century. After years of proposals, the bill was formally introduced in 1888 by George S. Weed, Smith Weed's son. With strong backing, the Plattsburgh Normal and Training School bill passed, leading to the board of directors adopting official by-laws in September 1889.

Plattsburgh Normal and Training School officially opened its doors on September 3, 1890, on land that now hosts Hawkins Hall. The institution demonstrated remarkable resilience in the face of adversity when a devastating fire destroyed the original Normal Hall in 1929. The community rallied, and classes swiftly resumed in temporary locations, showcasing the unyielding commitment to student learning.

A grand new structure was completed in 1932, which would later be named Hawkins Hall in 1955, honoring principal George K. Hawkins. This iconic building, now listed on the National Register of Historic Places, stands as a proud emblem of the university's enduring legacy and its ability to overcome challenges.
